	<p>Homeward Bound is divided into five sections. Section I, Food Access and the Transit Dependent, identifies a range of issues concerning the lack of food access in low income communities. It elaborates the specific contributions to the problems of food insecurity associated with access needs, such as supermarket location or nutritional deficiencies. Section II, Current Policies, reviews and analyzes the nature of the programs and policies that have been established regarding food access by both public and private sector groups. Section III, Exploratory Programs - Case Studies, describes various exploratory and innovative programs that have emerged in recent years, representing opportunities available for improving food access in low income communities. These programs are primarily, though not exclusively, associated with paratransit services. Section IV, New Models for Greater Food Access, in seeking to build on the potential applicability of the kinds of programs described in Section III, identifies three types of models for developing new policy and programmatic approaches in the food access area. These include a private, joint venture, and non-profit approach. Finally, a concluding section details the report's policy and programmatic recommendations for expanding food access.</p>

	<p>Studying the history and current troubles of the Arroyo Seco Parkway, which connects Pasadena to downtown Los Angeles, will bring to light a nationwide parkway problem. Like many parkways, the Arroyo Seco began in the pre-World War II era when transportation needs and traffic patterns were vastly different than they are today. In the tradition of East Coast parkways that featured wide, gently curving roads and were surrounded by landscaped areas-themselves inspired by the wide boulevards of Paris and Berlin-the Arroyo Seco was designed for pleasurable drives at moderate speeds. The parkway was an early success, but over the years, area growth has led to extreme traffic congestion. Designers intended the parkway to accommodate only 27,000 vehicles per day at 45 mph, but today it carries over 130,000 automobiles at much higher speeds, making the parkway one of the least safe routes in the region. But there is hope for Arroyo Seco and other parkways that face similar problems. In the field of transportation policy there has been increased interest in aesthetics, restoration, environmental factors and traffic calming. Parkways could benefit from this trend and return to their original state as pleasant, enjoyable travel routes.</p>

	<p>This  paper  outlines  a  vision  and  implementation  plan  for  an  improved  regional wholesale  marketing  system  that  addresses  the  major  barriers  and  risks  that  limit  small  family  farmers’  ability  to  bring  good  food  to  market  and,  in turn,  provide  consumers  and  communities  with  access  to  good  food. The  vision presented  in  this  paper  is  of  a  new  statewide  organization  that  networks  regional food  aggregators  and  distributors into  a  system  that  expands marketing  opportunities,  reduces  risk,  and  increases  access  to  good  food—a network  of  Regional  Food  Hubs.</p>
